Adult Nova Scotians (19 years and older) are now entitled borrow from any University or Public library in our province, including the Patrick Power Library.

- Students, staff and faculty from Novanet Libraries must use their university ID cards.
- Public Library patrons were once issued an Off-Campus Borrower (OCB) card. They can now use their Public Library card.
- Off-Campus patrons, without Public Library cards, can still be issued the green Off-Campus card, but should be encouraged to switch to the Public Library card.
- If an Off-Campus patron is renewing an Off-Campus card, ask if he has a Public Library card. If he does, update the patron's account with the Public Library barcode, and cut up and toss the Off-Campus card.
- There is no charge for a replacement OCB card, however, the patron should still fill out the form to update his information
Applicants from outside Novanet must complete the following application form:
- The applicant must provide identification that links his name with a recognizable photo, and links his photo with a Nova Scotia address. A Nova Scotia Drivers License or a Nova Scotia Identity Card could be one such ID card; a combination of source documents, such as a picture ID card and a telephone or power bill with an address, serves this purpose as well.
- The applicant must be 19 years of age.
- New or renewing OCBs should be encouraged to use a Public Library card (from any Nova Scotia Regional Library). If they don't have one, we will renew their existing Novanet OCB card or issue a new one.
- Aleph can recognize any of these barcodes (Acadia, University Ste. Anne, or Public Library), but the Public Library can only use their own.
- Identify the patron as one of the following: a new OCB (Novanet; no Public Library card), a renewing OCB (Novanet; no Public Library card) or as a BARA patron (Non-Novanet).
- Make note of the 'ID Issuing Library' (eg. Public)
- The Expiry Date will always be April 30. The practice of making OCB cards expire in a year is rendered unnecessary, as payment for the card and privileges have ended.
- Finally, record Issuing Staff name and initials.
An OCB has limited privileges at Saint Mary's:
- Many information databases are available to University-based patrons only, and OCBs do not have dial-in access to most resources.
- OCBs may not borrow Reserve items from Saint Mary's, and may not Recall books from other patrons, however they are welcome to submit Search requests.
- An OCB may use the Novanet Express service, though some libraries have limited this privilege to three requests at a time.
- An OCB must request Interlibrary Loan service through a Public Library.
Create a patron record in the same manner as an Aleph student record. Refer to Chapter 8. Note the following key points:
- As when you create any record in Aleph, search first by the patron's name to see if a record already exists. Do this while the patron is still at the desk.
- If the patron has an existing record, do not create a new record until you are satisfied that the previous record is expired, and no fines or books are owing.
- If the patron has graduated or is no longer affiliated with Novanet (no longer teaching, etc.), leave the old record intact and create a new record with OCB/BARA status.
An OCB must clear previous debts, including those incurred as a student, before new privileges are created.
- When an OCB uses a public library card to establish her entitlement to borrow, use the public library barcode in the barcode field.
- OCBs are given the patron status '52'
- Identify the patron type as either 'Novanet OCB' or 'Non-Novanet OCB'.
When finished entering all data from the BARA application form, place it in the slots by the cash register, to be collected for verification and stats.
An OCB may borrow up to 999 items at one time from one Novanet Library. The loan period is three weeks, and each item may be renewed up to three times.
Under provincial privacy legislation, public libraries cannot reveal information about their clients to other libraries. Any patron account created in Novanet is independent of the account created at the public library; it just has the same barcode.
All materials in all formats will be returnable to any library. Some local policies will require certain materials to be returned to the site at which they are borrowed (such as Reserves from libraries that permit OCB Reserve borrowing).
